The Mukhya Mantri Parivar Samridhi Yojna

The Mukhya Mantri Parivar Samridhi Yojna (MMPSY) is a unique initiative of Government of Haryana. The scheme, which is one of the largest social security programme in the country, has been designed under the leadership of Hon'ble Chief Minister of Haryana, to secure the future of the underprivileged sectors of the society and a step towards universal Social Security by ensuring Life and Accidental Insurance for all EWS of Haryana along with assured Pension and Family Provident Fund for Farmers and Un-Organised workers of Haryana.

The Scheme will cover all EWS families with an income of up to Rs1,80,000/- and with land holdings up to 2 Hectares, along with small businessmen with an annual turnover up to 1.5 Cr. Each Family covered under the scheme will be eligible for benefits of Rs 6000 per year, which will be utilised for payment of the beneficiary share of the centrally sponsored schemes for Pension and Insurance. The amount left unspent in the Family account will be invested into a Family Provident Fund, the account statement of which will be available online along with details of the interest thereon. The following centrally sponsored schemes will be covered under the initiative:

मुख्‍यमंत्री परिवार समृद्धि योजना (एमएमपीएसवाई) हरियाणा सरकार की एक अनूठी पहल है । यह योजना, जो देश के सबसे बड़े सामाजिक सुरक्षा कार्यक्रमों में से एक है, हरियाणा के माननीय मुख्यमंत्री के नेतृत्व में, समाज के वंचित क्षेत्रों के भविष्य को सुरक्षित करने और जीवन को सुनिश्चित करके सार्वभौमिक सामाजिक सुरक्षा की दिशा में एक कदम के तहत तैयार की गई है। और हरियाणा के सभी ईडब्ल्यूएस के लिए दुर्घटना बीमा और हरियाणा के किसानों और असंगठित श्रमिक के लिए सुनिश्चित पेंशन और पारिवारिक भविष्य निधि के साथ।

यह योजना सभी ईडब्ल्यूएस(आर्थिक रूप से कमजोर वर्ग) परिवारों को रु .1,80,000 / - तक की आय के साथ और 2 हेक्टेयर तक की भूमि जोत के साथ-साथ 1.5 करोड़ तक के वार्षिक कारोबार वाले छोटे व्यापारियों को भी शामिल करेगी। योजना के तहत आने वाला प्रत्येक परिवार 6000 रुपये प्रति वर्ष के लाभ के लिए पात्र होगा, जिसका उपयोग पेंशन और बीमा के लिए केंद्र प्रायोजित योजनाओं के लाभार्थी के हिस्से के भुगतान के लिए किया जाएगा। परिवार के खाते में बकाया राशि को एक पारिवारिक भविष्य निधि में निवेश किया जाएगा, जिसके खाते का विवरण ब्याज के विवरण के साथ ऑनलाइन उपलब्ध होगा। निम्नलिखित केंद्र प्रायोजित योजनाओं को पहल के तहत कवर किया जाएगा:

Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)

1. Objective of the scheme
Pradhan Mantri Jivan Jyoti Bima Yojna is a life insurance scheme.

2. Eligibility Criteria
All saving banks Account holders in the age of 18- 50 years (completed) who have given the consent to join the scheme / enable auto-debit, as per the modality, will be enrolled into the scheme. In case of multiple saving bank accounts held by an individual in one or different banks, the person would be eligible to join the scheme through one savings bank account only. Aadhar would be the primary KYC for the bank account.

3. Benefits under the scheme
The life cover of Rs. 2 lakhs shall be for the one year period stretching from 1st June to 31st May and will be renewable. Risk coverage under this scheme is for Rs. 2 Lakh in case of death of the insured, due to any reason.
The premium of Rs. 330 per annum shall be auto-debited in one installment from the subscriber’s bank account as per the option given by him on or before 31st May of each annual coverage period under the scheme. Delayed enrollment for prospective cover after 31st May will be possible with full payment of annual premium and submission of self-certificate of good health.

4. Enrolment Process

 

  • The cover shall be for the one year period stretching from 1st June to 31st May for which option to join/ pay be auto-debit from the designated savings bank account on the prescribed forms will be required to be given by 31st May of every year, with the exception for the initial year. Delayed enrollment with payment of full annual premium for prospective cover may be possible with submission of a self-certificate of good health.
  • Individuals who exit the scheme at any point may re-join the scheme in future years by submitting a declaration of good health in the prescribed proformas.
  • In future years, new entrants into the eligible category or currently eligible individuals who did not join earlier or discontinued their subscription shall be able to join while the scheme is continuing, subject to submission of self-certificate of good health.
  • The scheme subject to the above, will be administered by the LIC P&GS Units/ other insurance company setups.
  • It will be the responsibility of the participating bank to recover the appropriate annual premium in one installment, as per the option, from the account holders on or before the due date through ‘auto-debit’ process.
  • Members may also give one-time mandate for auto-debit every year till the scheme is in force.
  • Enrolment form/ Auto-debit authorization/ Consent cum Declaration form in the prescribed proforma shall be obtained and retained by the participating bank. In case of claim, LIC/ insurance company may seek submission of the same. LIC/ Insurance Company reserves the right to call for these documents at any point of time.
  • The acknowledgement slip may be made into an acknowledgement slip-cum-certificate of insurance.
  • The experience of the scheme will be monitored on yearly basis for re-calibration etc., as may be necessary.

Pradhan Mantri Suraksha Bima Yojna (PMSBY)

1. Objective of the scheme
Pradhan Mantri Suraksha Bima Yojna is an accidental insurance scheme.

2. Eligibility Criteria
The Scheme is available to people in the age group 18 to 70 years with a bank account who give their consent to join / enable auto-debit on or before 31st May for the coverage period 1st June to 31st May on an annual renewal basis. Aadhar would be the primary KYC for the bank account.

3. Benefits under the scheme
The risk coverage under the scheme isRs.2 lakh for accidental death and full disability and Rs. 1 lakh for partial disability.
The premium of Rs. 12 per annum will be deducted from the account holder’s saving account through auto debit facility in one instalment on or before 1st June of each annual coverage period under the scheme. However, in cases where auto debit takes place after 1st June the cover shall commence from the first day of the month following the auto debit.

4. Enrolment Process

 

  • The cover shall be for the one year period stretching from 1st June to 31st May for which option to join/ pay by auto—debit from the designated savings bank account on the prescribed forms will be required to be given by 31st May of every year. However, applicants may give an indefinite/ longer option for enrolment/ auto-debit, subject to continuation of the scheme with terms as may be revised on the basis of past experience. Individuals who exit the scheme at any point may re-join the scheme in future years through the above modality. New entrants into the eligible category from year to year or currently eligible individuals who did not join earlier shall be able to join in future years while the scheme is continuing.
  • The scheme, subject to the above, will be administered as per the standard procedure stipulated by the Insurance Company. The data flow process and date proforma will be provided separately.
  • It will be the responsibility of the participating bank to recover the appropriate annual premium from the account holders within the prescribed period through ‘auto-debit’ process.
  • Enrollment form/ Auto-debit authorization in the prescribed proforma shall be obtained and retained by the participating bank. In case of claim, the Insurance Company may seek submission of the same. Insurance Company reserves the right to call for these documents at any point of time.

Pradhan Mantri Kisan Maan-dhan Yojana (PM-KMDY)

1. Objective of the scheme
Pradhan Mantri Kisan Maan-Dhan Yojana has been started to provide social security to Small and Marginal landholding Farmers (SMF) in the country.

2. Eligibility Criteria

 

  • TAll Small and Marginal landholding Farmers who are in the agegroup of 18 to 40 years , who collectively own cultivable land upto 2 hectares as per land records of the concerned state/UT are eligible to enroll under the scheme. The existing land-ownership system will be used for identification of beneficiaries.

3. Benefits/Features of scheme
It is a voluntary and contributory pension scheme, under which the subscriber would receive a minimum assured pension of ₹3000/- per month after attaining the age of 60 years and if the subscriber dies, the spouse of the SMF beneficiary shall be entitled to receive 50% of the pension as family pension, provided the he/she is not already an SMF beneficiary of the scheme. Family pension shall only be available to spouse. The beneficiary has to contribute till 60 years of age with premium contribution ranging from Rs. 55 to Rs. 200.
Other details

 

  • Nodal Agencies of the State Governments who are dealing with PM-KISAN shall be involved for the purpose of enrolment of SMF under the Scheme. Additionally, inclusion of the Common Service Centres (CSC e-Governance Services India Ltd.), under Ministry of Electronics and Information Technology (MeitY), Government of India shall also serve as enrolment agency for the Scheme.

4. Enrolment Process

 

  • It is proposed to utilize the date base created under the PM-KISAN Scheme in the first instance. For this purpose, it is proposed that the State Nodal Officers (SNO) in the States dealing with PM-KISAN may be involved for the purpose of enrolment of farmers. This would help the farmers who are already drawing benefits under the PM-KISAN Scheme. An exclusive web-portal would be developed for the implementation of the Scheme.
  • The farmers can also enroll with the Common Service Centres (CSC e-Governance Services India Ltd.), under MeitY, Government of India which shall also serve as enrolment agency for the Scheme. The operational guidelines for the Scheme including those relating to mode of payment, the tenure of deposit, auto-debit and other related matters for its smooth implementation shall be issued separately.
  • Any matter related to execution, grievance redressal, dispute resolution etc. shall be referred to the Joint Secretary in charge of the scheme. Farmers’ Welfare, Department of Agriculture, Cooperation and Farmers’ Welfare, whose decision thereon shall be conclusive.
  • Each State/ UT Government will designate a Nodal Department for implementation of the scheme and coordinating with Central Government with regard to implementation of the Scheme.

Pradhan Mantri laghu Vyapari Maan-dhan Yojana (PM-LVMDY)

1. Objective of the scheme
The scheme has been launched with the objective of providing pension benefits to small shopkeepers and traders after they attain 60 years of age.

2. Eligibility Criteria

  • Should be a laghu vyapari.
  • Entry age between 18 and 40 years.
  • Should not be

  • part of National Pension scheme or any other pension scheme.
  • An income tax payer

The provisions of this Scheme shall apply to the Laghu Vyaparis, who are self-employed and working as shop owners, retail traders, rice mill owners, oil mill owners, workshop owners, commission agents, brokers of real estate, owners of small hotels, restaurants and other Laghu Vyaparis. The operations of such small traders are generally characterized by family owned establishments, small scale of operations, labour intensive, inadequate financial aid, seasonal in nature and extensive unpaid family labour.

3. Benefits/Features of the scheme

Documents required for scheme enrolment

  • Identity proof – As identity proof, the candidates should produce Aadhaar card. Photograph, GST registered a phone number for proper verification. The proper documents should be given at the time of online registration.
  • Income certificate – This is required to produce in support of the claim that the subscriber is eligible for the scheme benefits or not.
  • Bank account details – The subscribers of the scheme should produce bank account details such as account holder’s name, IFSC code, passbook number and other relevant details at the time of registration. This shall help to link the bank account to credit the beneficiary amount directly into the linked account.

4. Enrolment Process
For enrolling under Laghu Vyapari Mandhan scheme, the application form will be given from common service centres (CSC). Interested candidates who wish to get scheme benefits under small shopkeepers and traders scheme have to visit the nearby CSC centre, and the VLE agents will help subscribers in filling up the online application form.

Pradhan Mantri Shram Yogi Maan-dhanYojana (PM-SYMDY)

1. Objective of the scheme
Pradhan Mantri Shram Yogi Maan Dhan Yojna is a pension scheme for the labour based beneficiaries engaged in the unorganized labour sector.

2. Eligibility Criteria

 

  • Should be an unorganized worker.
  • Entry age between 18 and 40 years.
  • Monthly income is Rs. 15000 or below.
  • Should not be
  • Engaged in Organized Sector or with membership of National Pension Scheme (NPS) or Employee Provident Fund (EPF) or any other similar scheme.
  • an income tax payer.

The provisions of this Scheme shall apply to the unorganised workers who are working or engaged as home based workers, street vendors, mid-day meal workers, head loaders, brick kiln workers, cobblers, rag pickers, domestic workers, washer men, rickshaw pullers, landless labourers, own account workers, agricultural workers, construction workers, beedi workers, handloom workers, leather workers, audio-visual workers and similar other occupations.

4. Enrolment Process
1. Interested eligible person shall visit nearest CSC centre. Location of CSC centre can be ascertained from the information page on web sites of LIC of India, Ministry of Labour and Employment and CSC.
2. While going to CSC for enrolment, he shall carry with him the following:
a. Aadhar Card.
b. Savings/ Jan Dhan Bank Account details along with IFS Code (Bank Passbook or Cheque Leave/ book or copy of bank statement as evidence of bank account).
c. Initial contribution amount in cash for enrolment under the scheme.
3. Village Level Entrepreneur (VLE) present at the CSC will key-in-aadhar number, name of subscriber as printed on aadhar card and date of birth as given in aadhar card and the same will be verified with UIDAI database.
4. Further details like Bank Account details, Mobile Number, Email-id, if any, spouse and nominee details will be captured.
5. Self-certification for eligibility conditions will be done.
6. System will auto calculate monthly contribution payable according to age of the subscriber..
7. Subscriber shall also pay the amount of 1st subscription in cash to the VLE who will generate receipt to be handed over to the subscriber.
8. Enrolment Form cum Auto Debit mandate will also be printed which will then be signed by the subscriber. VLE then shall scan the signed enrolment cum auto debit mandate and upload into the system.
9. At the same time, a unique Shram Yogi Pension Account Number will be generated and Shram Yogi Card will be printed at CSC.
10. With completion of process, subscriber will be having with him Shram Yogi Card and signed copy of enrolment form for his record.
11. He will also receive regularly SMS on activation of auto debit and Shram Yogi Pension Account details.

Pradhan Mantri Fasal Bima Yojana

1. Objective of the scheme
To provide insurance coverage contribution and financial support to the farmers in the event of failure of any of the notified crop as a result of natural calamities, pests & diseases; to stabilise the income of farmers to ensure their continuance in farming; to encourage farmers to adopt innovative and modern agricultural practices; to ensure flow of credit to the agriculture sector.

2. Eligibility Criteria

 

  • Farmers in the notified area who possess a Crop Loan account/KCC account (called as Loanee Farmers) to whom credit limit is sanctioned/renewed for the notified crop during the crop season. and
  • Such other farmers whom the Government may decide to include from time to time.
  • Voluntary coverage: 
  • Voluntary coverage may be obtained by all farmers not covered above, including Crop KCC/Crop Loan Account holders whose credit limit is not renewed.

3. Benefits/Features of the Scheme

 

  • There will be a uniform premium of only 2% to be paid by farmers for all Kharif crops and 1.5% for all Rabi crops. In case of annual commercial and horticultural crops, the premium to be paid by farmers will be only 5%. The premium rates to be paid by farmers are very low and balance premium will be paid by the Government to provide full insured amount to the farmers against crop loss on account of natural calamities.
  • There is no upper limit on Government subsidy. Even if balance premium is 90%, it will be borne by the Government.
  • Earlier, there was a provision of capping the premium rate which resulted in low claims being paid to farmers. This capping was done to limit Government outgo on the premium subsidy. This capping has now been removed and farmers will get claim against full sum insured without any reduction.
  • PMFBY is a replacement scheme of NAIS / MNAIS, there will be exemption from Service Tax liability of all the services involved in the implementation of the scheme. It is estimated that the new scheme will ensure about 75-80 per cent of subsidy for the farmers in insurance premium.
  • Risks covered under the scheme:
  • Yield Losses (standing crops, on notified area basis). Comprehensive risk insurance is provided to cover yield losses due to non-preventable risks, such as Natural Fire and Lightning, Storm, Hailstorm, Cyclone, Typhoon, Tempest, Hurricane, Tornado. Risks due to Flood, Inundation and Landslide, Drought, Dry spells, Pests/ Diseases also will be covered.
  • In cases where majority of the insured farmers of a notified area, having intent to sow/plant and incurred expenditure for the purpose, are prevented from sowing/planting the insured crop due to adverse weather conditions, shall be eligible for indemnity claims upto a maximum of 25 per cent of the sum-insured.
  • In post-harvest losses, coverage will be available up to a maximum period of 14 days from harvesting for those crops which are kept in “cut & spread” condition to dry in the field.
  • For certain localized problems, Loss / damage resulting from occurrence of identified localized risks like hailstorm, landslide, and Inundation affecting isolated farms in the notified area would also be covered.

Benefits under Haryana MMPSY Scheme

A number of benefits are provided under the MMPSY Yojana of Haryana state. The list of benefits which can be provided for the beneficiaries are given below:-

  • Each family will entite to get INR 6,000 per annum under this scheme.
  • A premium of INR 330 per annum would be paid on account of life insurance under Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) to all eligible members.
  • A premium of INR 12 per annum would be paid on account of accidental insurance under Pradhan Mantri Suraksha Bima Yojana (PMSBY) to all eligible members.
  • In Pradhan Mantri Fasal Bima Yojana (PMFBY) a premium would be paid to eligible farmer families.
  • A premium between the range INR 55-200 per month would be paid on account of contribution for providing pension under:
    • i) Pradhan Mantri Shram Yogi Maan-Dhan Yojana (PMSYMY)
    • ii) Pradhan Mantri Laghu Vyapari Mandhan Yojana (PMLVMY)
    • iii) Pradhan Mantri Kisan Maan-Dhan Yojana (PM-KMY)
  • The beneficiary will get the pension at the rate of INR 3,000 per month on the attainment of the age of 60 years.
  • The balance amount (after deducting the consolidated amount of premium/contribution for all the social security options, etc.) could be withdrawn by the eligible family in cash or he can choose the option of investment in a specially designed Family Provident Fund (FPF)

Eligibility Under MMPSY

To be eligible under the MMPSY Yojana, the candidates must follow the following criteria given below:-

  • This scheme is only applicable to the families residing in the Haryana State.
  • The families (Parivar) having an income up to INR 15,000 per month or INR 1,80,000 per annum and a total land holding of family up to 5 acres i.e. 2 hectares are only eligible to enroll in the scheme.
  • The families should own a family ID i.e Parivar Pehchan Patra (PPP) Number.

Document Required In MMPSY Yojana

  • Aadhaar Card It is important to confirm the identity of an individual. Serve 12 Digit Aadhaar Number .
  • Address Proof To confirm the address of an individual an address proof must be provided at the time of filling an application form.
  • Income Certificate , As the scheme is mainly for the people who are economically and socially backward, so to prove this you need to produce an income certificate while filling the application form.
  • Agricultural Land Record
  • Bank Account Details Applicants must provide the bank details so for Transferring Amount of the Scheme.
  • Mobile Number Provide the 10 Digit Mobile Number.

Funds Allotment In MMPSY Yojana

To gain the funds under the Mukhya Mantri Parivar Samriddhi Yojana 2019, the candidates must open a bank account in order to get the funds easily transferred. The funds under the Mukhya Mantri Parivar Samridhi Yojna will be directly transferred to the candidates bank account through direct transfer benefit by the government.

How to Apply Online for MMPSY Yojana 2019

To apply for the Mukhya Mantri Parivar Samridhi Yojna, the candidates must follow the simple steps given below:-

  •  The head of the family will fill the Online Application Form of MMPSY Yojana and he will mentioned the details o of other family members.
  • In case the head of the family is not present, then you can update your Parivaar Pehchaan Record in your nearest Common Service Centre(CSC)
  • The application form for MMPSY is available on the official website of the initiative.
  • After going on the official website you have to Click on the Citizen Login Option.
  • Verify your Mobile Number through OTP
  • The details are to be provided about land holding, family income, and occupation of family members, etc.
  • You can print the application form for future use.

Note : Printing of application form of the MMPSY can also be completed at Antyodaya Kendras, SARAL Kendras, Atal Sewa Kendras (Common Service Centres) and Gas Agencies.
